Planning and Consultation Process

Development of the Strategy has involved the most extensive consultation with State and local Government, business, industry and the community undertaken as part of a planning exercise in the Northern Rivers region. Community involvement and feedback has also been critical in identifying new and better ways to tackle key regional issues. The Northern Rivers Regional Strategy consultation process has tried to reach as wide a range of people and use as many different ways as possible. The planning and consultation has focused on the issues of sustainability principles as the basis of the NRRS, and how those principles might be applied in practice.


Management of the Strategy

Management involved a large number of organisations, through:

• A Management Committee to oversee the management of the Strategy and the planning process. The committee included representatives from regional groups, State Government agencies, local government, industry, environmental and other community interests. Any peak regional groups or State Government agencies that did not participate actively in the Management Committee at all times were affiliates, that could participate on an as needs basis;

• Local Government had an especially important role in the development of the strategy. Three Local Government-based committees including local community and industry expertise were been set up in the Tweed/Brunswick, Richmond and Clarence Valleys. The focus of these committees was on aspects which relate particularly to the local councils in their areas. The Valley Committees fostered a collaborative approach to the Strategy and provided direct input from local government and the valley. Specific projects undertaken by the Valley Committees include:
Clarence Valley Settlement Strategy;
Review of the 40 Hectare policy, Clarence Valley Committee; and
– A Review of the Current Status and Analysis of Needs for Passenger Transport in the Richmond Valley and an information guide on services.

• A project team consisting of representatives from each of the partner organisations and the project co-ordinator has been responsible for incorporating the research and consultation findings into the NRRS.

Experts and the Community

Working groups, made up of individuals and organisational representatives with particular interests or expertise have been convened on an “as needs” basis to review the initial key issues discussion papers and other research and investigation projects. The initial and subsequent discussion papers and results of other research projects have been referred to the appropriate working group for comment.

There have been a number of forums to give the broader community an opportunity to discuss and comment on relevant issues, as well as information raising through newsletters, providing updates on the NRRS, advertising, newspaper columns, ABC radio coverage, some television coverage and a summary information brochure.

Other methods to involve the community have included:
• information stands at expos, trade shows, open days and NSW Parliament House (May/June 1999);
• Strategy website;
• newspaper inserts;
• a photographic competition for young people; and
• briefings of State and Federal members.

Who’s been Involved

The Northern Rivers Regional Strategy has been a project that has had significant community and Government involvement since 1994. The NRRS would like to acknowledge all those who have participated in committees, working groups, through workshops and other consultations.
